This Request for Proposals (the “RFP”) is an invitation by The Corporation of the City of Kawartha Lakes(“the City”) to prospective proponents to submit proposals for 2020-27-CP Consulting Servicesfor Facility Master Plan –Studyfor City of Kawartha Lakes Police Services Operations,as further described in Section 1of the RFP Particulars(Appendix D)(the “Deliverables”). The City of Kawartha Lakes is requesting proposals from qualified firms to provide strategic and facility master planning consulting services, and to co-ordinate all aspects for a project to prepare a long term facility master plan for the Kawartha Lakes Police Service. The plan is intended to provide an evidence-based roadmap for future investment. Preference will be given to firms having experience with facility master planning (FMP) for police and emergency service organizations. The consulting services are described in more detail in this RFP (Request for Proposals). The work shall include analysis of: current and future demand requirements, service level direction, current facility supply and future facility needs, gap analyses over planning horizons of 5, 10 and 20 years.The work shall provide options analysis and make recommendations regarding current and future building space solutions, including interim/temporary solutions as may be appropriate. The work shall provide cost projections and life-cycle cost analysis for comparison of options.The work shall also include provision of methods and tools for the City to maintain and update the FMP over time. This project is a high priority for the City. The products from this project will be used to support operational planning for the Kawartha Lakes Police Service. It will also be used to inform the City’s asset management, financial and business planning.
