This Request for Proposals (the “RFP”) is an invitation by The Corporation of the City of Kawartha Lakes (“the City”) to prospective Proponents to submit proposals for RFP 2025-112-OP General Insurance and Risk Management Program, as further described in Appendix C of the RFP Particulars.

The City intends to partner with the Proponent that meets the City’s insurance needs by providing competitively priced insurance equivalent to, or better in scope to the coverage the City currently enjoys, meets exemplary service standards and that will actively and beneficially participate in the development and enhancement of the City’s Risk Management program.

This opportunity is open to all qualified Proponents who are in good standing with their professional and statutory requirements, having municipal insurance experience and that are licensed by the Registered Insurance Brokers of Ontario (RIBO), or are Managing General Agents, or are insurance companies licensed in Ontario.

The City of Kawartha Lakes is located 90 minutes northeast of Toronto. It borders Durham Region to the South and West, Peterborough County to the East and Halliburton County in the North. The City was amalgamated on January 1, 2001 and is composed of 17 municipalities/townships covering 3,067 square kilometers with over 250 lakes and rivers throughout. The City is a mix of urban and rural areas with a population of approximately 79,247. The area is comprised of over 2,794 km of roadways and 172km of sidewalks.

The City of Kawartha Lakes is a single-tier municipal government entity which provides the usual and customary services to taxpayers, including but not limited to police services, fire services, water and waste water services, solid waste management, emergency medical services, transportation services, community and health services including a home for the aged. 

The City has had an active Insurance and Risk Management Department since 2007. The Insurance and Risk Management Department is responsible for the oversight of the insurance program as well as risk management for the City, including managing property and casualty claims supported by external adjusting, external legal services, investigating and pursuing compensation for damage to City property, reviewing and recommending loss prevention measures and ensuring appropriate insurance coverage is in place to protect the City from financial loss.
