This Request for Proposals (the “RFP”) is an invitation by The Corporation of the City of Kawartha Lakes (“the City”) to prospective Proponents to submit proposals for RFP 2025-117-CP Development of a Parks and Recreation Master Plan, as further described in Appendix C of the RFP Particulars.

The City of Kawartha Lakes is seeking proposals from qualified consulting firms to prepare a comprehensive Parks Master Plan that will guide the long-term planning, design, and management of municipal parks, open spaces, and waterfront properties across both urban and rural areas of the municipality.

Building on the recently completed Parks and Recreation Strategic Plan, this Master Plan will provide an actionable framework for future parkland development, renewal, and connectivity. The project will include a detailed inventory and assessment of existing park assets, policy and by-law review, development of park design standards, and preparation of high-level design concepts for priority sites. The final plan will identify strategies that support sustainable operations, equitable access, and alignment with community needs—ensuring that parks and open spaces continue to enhance quality of life for residents and visitors throughout Kawartha Lakes.
