This Request for Proposals (the “RFP”) is an invitation by The Corporation of the City of Kawartha Lakes (“the City”) to prospective Proponents to submit Proposals for a Review of Services: Fleet Management Program,as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). The City of Kawartha Lakes is requesting Proposals to retain the services of a qualified Proponents to review the Fleet Maintenance Program. The Proponent will work with the Evaluation Committee to provide an in-depth analysis of the current delivery of services listed and make recommendation to improve efficiency, effectiveness and accountability for positive results. An independent third party review of the City’s Fleet Management Program, inclusive of expenses and best practices for lifecycle optimization, service/maintenance best practices, use of contracted versus internal resource cost benefit, fuel management, vehicle use, procurement practices, alternative fuel equipment potential and deployment. Review should also consider and review Municipal geography and facility locations with recommendations for efficiency gain. Review to be inclusive of both general fleet operation and emergency service fleet inventories. The review terms of reference to include resultant recommended program savings, efficiencies, service enhancements and greenhouse gas emission reductions. Local governments are under increasing financial pressure while at the same time, they are expected to be environmentally and socially responsible and provide a wide range of quality services. A service delivery review will help clarify the needs of our communities and provide evidence to understand how efficiently and effectively they are meeting the community’s needs. Using this information, the City of Kawartha Lakes can better understand what changes are needed to maximize and plan for these services. Service delivery reviews are an ongoing process to ensure that local government are delivering what the community needs in the best possible way. Establishing a review process builds the capacity of both staff and the community to think critically and systematically about current and future service needs. It also leads to developing new ways of providing services. |
